2019 Board of Directors’ Biographies
Ms. Lewis graduated with a Bachelor of Science degree from Morgan State University, and is currently the Diversity and Inclusion Manager with Southern Maryland Electric Cooperative (SMECO).
She is very active in the community, serving on several Boards, Panels and Committees in various capacities, including: Zion United Methodist Church Administrative Council; Maryland External Diploma Program; Ridge Elementary School Improvement Team; Charles County Chamber of Commerce Education Committee; Calvert Career Center Local Advisory Council; Business Education Community Alliance; Southern Maryland Career Connections; Charles County Public Schools AAA Roundtable for Student Achievement; St. Mary’s County Multicultural Education Committee; St. Mary’s County Public Schools Student Achievement Task Force; Southern Maryland Workforce Investment Board Youth Council; St. Mary’s County Commission for Women; Rotary Club of Lexington Park; St. Mary’s County Human Relations Commission; Southern Maryland Workforce Investment Executive Committee; Journey of Faith United Methodist Church Administrative Council; St. Mary’s County Literacy Council; and the St. Mary’s County Public Schools Ethics Panel.
Bernadette joined the Board of Directors for Cedar Lane Senior Living Community in January 2014 and currently serves as its Chair.
F. J. Talley
Dr. Talley has worked in higher education since 1980, in all types of colleges and universities. Throughout his adult life, F. J. has been actively involved in service activities, including serving on the Economic Development Council and the Community Development Corporation Board of Directors in St. Mary’s County, as a board member of the Historic St. Mary’s City Foundation, the Patuxent Partnership and the Greenwell Foundation Board.
F. J. lives with his wife Ellen, son Mark, and daughter Rosa. He received a Master of Arts degree in College Student Personnel from Bowling Green State University and earned a doctorate in Student Personnel and Higher Education Administration from Ohio University. He has traveled extensively and is a frequent presenter and author on higher education topics both nationally and internationally.
F. J. joined the Board of Directors for Cedar Lane Senior Living Community in January 2014 and currently serves as Secretary.
Mr. Roach is President and CEO of Cedar Point Federal Credit Union. He is a certified public accountant and a graduate of Black Hills State University, with a composite Bachelor’s Degree in Accounting and Business Administration. Charles was raised in St. Mary’s County and graduated from Chopticon High School. Charles and his wife April reside in Mechanicsville. He has been involved in many civic organizations including the St. Mary’s Chamber of Commerce, the St. Mary’s County Community Development Corporation, and the St. Mary’s County Public Schools Building Trades Foundation. Charles enjoys spending his free time with his five children.
Charles joined the Board of Directors for Cedar Lane Senior Living Community in January 2017 and currently serves as its Treasurer.
Mr. Blackwell is the Director of St. Mary’s County Library, overseeing all operations of the county’s three branch library system. Michael holds MA degrees in English from the University of Virginia and a Master’s of Library and Information Science degree from Kent State University. He is a newcomer to St Mary’s County, but is eagerly becoming active in his new community and making it his home. Michael is an Ambassador for St Mary’s Chamber of Commerce, a member of Leonardtown Rotary, a Trustee for County Mediation of St. Mary’s, and regular volunteer at Sotterley Plantation. He enjoys being on the water, windsurfing or kayaking, playing golf, cycling, and exploring dining and recreational activities in the county with his wife Lisa.
Michael joined the Board of Directors for Cedar Lane Senior Living Community in January 2017.
Susan Blair Dudley is a lifelong resident of St. Mary’s County. She is a graduate of St. Mary’s Academy in Leonardtown and holds an Associates Degree in Accounting from the College of Southern Maryland. She previously worked as a Logistics Analyst for Eagan, McAllister Associates and was Accounting Manager and served on the Board of Directors for Piney Point Transportation Company. For the past eleven years, she has been the Accounting and Marketing Manager for Bailey’s Party Rentals and Bailey’s Catering at Olde Breton Inn.
Susan has been actively involved for over fifteen years with the Alzheimer’s Association, including serving as Team Captain for the fundraising team The Care Blairs for the Walk to End Alzheimer’s. She is instrumental in coordinating the Forget Me Not Brunch in memory of her father, which raises money each year for Alzheimer’s. She was a member of the Family Council at St. Mary’s Nursing Center and served as the liaison between the family members and the administration. Susan also served as a chair on the planning committee for the American Cancer Society’s Relay for Life of St. Mary’s County.
She currently lives in Hollywood with her husband Bob, and they have three children. Her sons Bob and Eric live in the local area, and her daughter Sarah attends the University of Maryland College Park.

Rose V. Frederick
Rose is retired from the Federal Government after 35-years with a Meritorious Civilian Service Award supporting our military Fleet. She has worked as an Administrative Officer; Flight Operations Scheduler; Aviation Assistant Maintenance Officer; Financial Analyst and N-4 Department Head supervising the Procurement, Budget Financial Analyst and the Logistics Department. Currently, Rose works for a Department of Defense contractor continuing to support the military Fleet. She holds a Master’s Degree in Project Management from the University of Management and Technology.
Rose was born and raised in St. Mary’s County and has been married to J. Douglas Frederick for 41-years. She is a very active member of St. Joseph’s Catholic Church, Morganza, MD where she is a member of the St. Joseph’s Ladies of Sodality.
Rose has a strong belief in service, giving back to community and supporting persons that cannot support themselves. She gives of her time on each of the boards she serves to consistently provide dedicated support and service to those who cannot help themselves. She serves on several Boards, Panels and Committees in various capacities, including: St. Joseph’s Catholic Church Ladies Sodality; Zion United Methodist Church/Mike’s Bike Food Drive; St. Mary’s County Social Services Advisory Board; State of Maryland Association of Social Services Boards – Advocate for Senior Citizen’s Abuse; Southern Maryland Higher Education Center Governance Board; Southern Maryland Center for Independent Living; St. Mary’s NAACP; St. Mary’s Democratic Club; and Garvey Senior Activity Center Council.
Rose joined the Board of Directors for Cedar Lane Senior Living Community in April 2018.
Mr. Hall is Commander of the Special Operations Division of the St. Mary’s County Sheriff’s Office and has been employed by the agency for 22 years. He has extensive experience in law enforcement, serving in a variety of positions. Prior to moving into law enforcement, he served as a social worker with the St. Mary’s County Department of Social Services. He has a Masters Degree in Management and Leadership from Webster University and is an active member of the Knights of Columbus and Big Brothers of Southern Maryland. He lives in Great Mills with his wife Faith and has two sons, Trent and Clay. Mr. Hall has served as a Cedar Lane volunteer and his Grandmother previously resided at Cedar Lane Senior Living Community.
Steve joined the Board of Directors for Cedar Lane Senior Living Community in January 2017.
Joseph Mitchell, ESQ
Mr. Mitchell was admitted to the Maryland Bar in 1982. He holds Bachelor’s and Master’s Degrees in English and Literature from the American University in Washington D.C. and a Juris Doctorate from the University of Baltimore School of Law. He served as Director of St. Mary’s County Department of Economic and Community Development, and Executive Director of St. Mary’s County Housing Authority from 1979 until 1993. His law office is in Leonardtown and he lives with his wife Elizabeth Sherman in Hollywood.
Joe has been a member of the Board of Directors for Cedar Lane Senior Living Community since 1993, is a past Chairman of the Board, and now serves as Special Counsel.
Richard E. Pectol
Mr. Pectol’s career spans more than 45 years, including military, Federal civilian and consulting services. His military service was as an Infantry officer, serving in Vietnam. His Federal civilian service included stints at the Department of the Interior (Geological Survey), Office of Personnel Management, and the GAO’s Joint Financial Management Improvement Program. His commercial service includes Booz-Allen & Hamilton and Abacus Technology Corporation where he supported both government and commercial clients in adopting and improving the use of new technologies to improve corporate and computer system-level performance.
Prior to moving to Southern Maryland, Richard lived for more than 40 years in Annandale, Virginia and was very active in his Home Owners Association, serving in a variety of positions, including President, Vice-President and Treasurer, and interfacing with the Fairfax County Board of Supervisors and associated commissions on issues affecting the Annandale community.
He has a Bachelor’s Degree in Psychology/Biology and a Master’s Degree in Operations Research from the George Washington University. He is a graduate of the Department of the Interior’s Managerial Development Program and the Federal Executive Institute.
Richard has been married for more than 50 years to Marylou, who is well-known to the Southern Maryland community as Treasurer for the Woman’s Club of St. Mary’s, and as an AARP Tax-Aide Volunteer. They have one daughter, Rachel, who works at the Department of Energy in Germantown, Maryland, and a grandson, Russell. The family are active sailors, and keep their boat docked at their home on Town Creek.

Beverly joined the staff of Cedar Lane Senior Living Community in February 2004.
Mr. Lane graduated from the Baltimore Polytechnic Institute School of Engineering and became an active member of the United States Naval Reserve at the age of 17. In May of 1953 he was called to active duty during the Korean War and served until June of 1955. Upon his return to civilian life, he joined the firm of E. L. Freemire & Associates as a Sales Engineer until 1971. He moved on to work as an outside sales representative for the Columbia Vending Company where he worked until his retirement in 1995.
Mr. Lane resided in the Town Creek waterside community located in St. Mary’s County until August 2017 when he moved to Cedar Lane Senior Living Community. Shortly after he began residing at Cedar Lane he was selected as Tenant Representative to the Board of Directors, a position he holds today.
Karen O’Connor is happily retired after a nearly 40-year career in sales and marketing. Most recently, she was employed at the College of Southern Maryland (CSM) where she spearheaded workforce development training initiatives for employers in St. Mary’s County. Prior to her CSM employment, she worked for the National Captioning Institute, where she held ever-increasing management positions. Over the years she has served on several Boards and committees. Karen is a 2010 graduate of Leadership Southern Maryland, and served on the organization’s Board for three years. Current Board positions include the St. Vincent de Paul conference at St. Aloysius Church, where she serves as president, and the Father Andrew White Advisory Committee. Karen was raised in Leonardtown and attended St. Mary’s Academy. She has a Bachelor of Science degree in Business Administration from Towson University, and a Master of Arts degree in Management and Leadership from Notre Dame of Maryland University.
